Utility Inspector

The Utility Inspector is under the direct supervision of the Chief and/or Assistant Chief Inspector. The Utility Inspector's duties and responsibilities require that he or she be both knowledgeable and experienced in numerous phases of pipeline and related facilities' construction and inspection.

Functions and Responsibilities:
  • Perform duties as designated by the Chief Inspector in conformance with the job requirements outlined in the Client Company's codes and TJ Inspection's codes.
  • Maintain company quality standards.
  • Advise the Chief Inspector of all decisions, problems, and possible alternatives
  • Adhere to and enforces company safety policies and company contract specifications.
  • Notify the Chief Inspector of any environmental problems that may arise.
  • Keep daily logs of incidents relating to the construction in the assigned activity.
  • Prepare the appropriate reports for the Inspector's assigned activities and forwards them to the Chief Inspector for review.
  • Advise the Chief Inspector if the need for extra work arises.

To fill a specific function, the following guidelines shall be adhered to by the appropriate inspector.

Right-of-Way

    • Will be equipped with scopes of the right-of-way line list, environmental commitments, and rules and regulations regarding fish and wildlife, and be familiar with any specific provisions or restrictions.
    • Will cooperate and work closely with the ROW Agent and the Contractor's Representative.
    • Obtain copies of any specific agreements made by Contractor's Representatives and approved by the Client, with property owners/tenants or local officials, such as access road releases, rock disposal, burning, etc.
    • Ensure that survey stakes are properly maintained and when grade is completed, they are properly placed in ditch centerline.
    • Ensure that equipment stays on ROW, and if noxious plants are encountered on the preceding tract, is properly cleaned, prior to entering the next tract.
    • Ensure that all foreign pipelines, cables, and other underground structures are properly located and marked.
    • Ensure ROW agreements are complied and property damages minimized.
    • Ensure company-approved ingress and egress rights are properly arranged for, by the contractor, where necessary.
    • Keep construction activities confined to the ROW.
    • Ensure ROW is properly cleared and debris disposed of in conformance with specifications.
    • Has merchantable timber cut and stacked in conformance with specifications.
    • Ensure necessary burning permits are obtained and burning is done in conformance with specifications and all government regulations.
    • Ensure lights, markers, signs, and guards are provided where necessary to protect persons, property, or livestock.
    • Ensure trees, shrubs, hedges, lawns, and topsoil are preserved where specified
    • Ensure ROW is graded so that maximum bending allowed on pipe is not exceeded.
    • Ensure where paralleling existing pipelines, construction equipment shall not be operated over, and excessive spoil is not left on lines.
    • Ensure fences are securely braced before cutting. Ensures temporary gates are constructed and watchmen are provided to maintain those gates where necessary.
    • Ensure continuous service of all utilities is maintained.
    • Ensure all activities are performed in a good workmanlike manner
    • Assist the environmental inspectors in maintaining environmental compliance.
    • Adhere and enforce all company safety policies.
    • Ensure that all daily reports are completed and turned in to the Chief Inspector.

Ditch

    • Shall be equipped with copies of the ROW line list, environmental commitments, and rules and regulations regarding fish and wildlife. Shall be familiar with any other special provisions or restrictions.
    • Shall cooperate and work closely with the ROW Utility Inspector, ROW Agent, and Contractor's Representative.
    • Ensure that appropriate crossings are left for livestock and equipment.
    • Ensure that survey stakes are maintained in the backfill.
    • Ensure that equipment and personnel stay on ROW.
    • Ensure that all underground utilities are located clearly marked prior to excavation.
    • Ensure the ditch is dug as specified in contact specification documents.
    • Ensure that, in case of damage to any underground utilities or facilities, the owner is notified as soon as possible and that all necessary assistance and cooperation is given to make immediate temporary, and/or permanent repairs.
    • Ensure care is taken to prevent damage to water control facilities.
    • Ensure lights, markers, signs, barricades, and guards are provided where necessary to protect persons, property, or livestock.
    • Ensure the bottom of the ditch provides a continuous, uniform support for the pipe.
    • Ensure work within paved streets or highway ROW complies with requirements of jurisdictional authorities.
    • Ensure that rock from blasting operations is contained within the secured ROW, and blasting mats are utilized when necessary.
    • Ensure proper permits are obtained.
    • Ensure that only experienced and competent personnel are utilized when using explosives.
    • Ensure topsoil is preserved from replacement to its original position, when required.
    • Ensure, when paralleling existing pipelines, construction equipment is not operated over, and excessive spol is not put on existing lines. Where necessary. Ensure proper shoring is used to protect those lines.
    • Ensure that these are adequate soft plugs installed in pasture land for cattle crossings.
    • Ensure that soft plugs are installed at all fence lines to keep livestock from moving from one pasture to another.
    • Ensure all activities are performed in a good workmanlike manner.
    • Assist the environmental inspectors in maintaining environmental compliance.
    • Adhere and enforce all company safety policies.
    • Ensure that all daily reports are completed and turned in to the Chief Inspector.

Stringing

    • Shall be equipped with specifications and drawings indicating pipe changes and location.
    • Will cooperate and work closely with the Survey Coordinator, pipe yard staff, and Contractor's Representatives.
    • Ensure that all specifications and safety standards are maintained.
    • Ensure that equipment and personnel stay on ROW.
    • Record all damage - occurring to pipe and materials while stringing, and marks that damage on pipe.
    • Ensure materials are loaded, hauled, and strung in conformance with specifications and safety standards.
    • Ensure contractor's damaged materials are returned from fields to designated points at the contractor's expense.
    • Assist the Environmental Inspector in maintaining environmental compliance.
    • Ensure coated pipe is hauled with padded cradles and fasteners.
    • Ensure coated pipe is strung on padded skids or supports.
    • Ensure all damages and defects are recorded and properly reported.
    • Ensure all activities are performed in a good workmanlike manner.
    • Assist the Environmental Inspector in maintaining environmental compliance.
    • Adhere to, and enforce, all company safety policies.
    • Ensure that all daily reports are completed and turned in to the Chief Inspector.

Bending

    • Shall be equipped with contract specifications and drawings.
    • Will cooperate and work closely with the Contractor's Representatives.
    • Ensure that all specifications and safety standards are maintained.
    • Ensure that all equipment and personnel stay on ROW.
    • Record all damage - occurring to pipe during the bending activity, and marks that damage on pipe.
    • Ensure that bending equipment meets contract specifications.
    • Ensure only cold bends are made. Heat or wrinkle bends are not permitted
    • Ensure coating is not excessively damaged during the bending process.
    • Ensure coated pipe is placed only on padded skids or supports.
    • Ensure set-up leaves gaps for livestock and equipment crossings.
    • Ensure all defects found during bending are recorded and properly reported.
    • Ensure set-up choked all pipe properly.
    • Ensure all buckles that may have occurred during bending are removed from pipeline and returned to pipe yard.
    • Assist the Environmental Inspector in maintaining environmental compliance.
    • Adhere to, and enforce, all company safety policies.
    • Ensure that all daily reports are completed and turned in to the Chief Inspector.

Lowering-In

    • Shall be equipped with contract specifications and drawings.
    • Will cooperate and work closely with the Contractor's Representatives.
    • Ensure that all specifications and safety standards are maintained.
    • Maintain a log indicating periodic checks on actual cover pipe.
    • Adhere to, and enforces, all company safety policies.
    • Ensure all lowering and backfill is done in conformance with contract specifications.
    • Ensure all debris, trash, welding rods, etc., is removed from the ditch, and the ditch bottom is properly prepared for receiving lowered-in pipe.
    • Ensure all coated pipe is visually inspected and electrically inspected prior to lowering-in.
    • Ensure all damaged coating is repaired, visually inspected, and electrically inspected prior to lowering-in.
    • Ensure that all daily reports are completed and turned in to the Chief Inspector.

Backfill

    • Ensures backfill is kept close to the lowering-in operation.
    • Ensure that lowering-in and backfill is performed so that coating is not damaged.
    • Ensure that backfill at roads, draws, and streaks comply with jurisdictional authorities.
    • Ensure cathodic test leads and equipment is properly protected during backfill.
    • Ensure shoring, riprap, sack breakers, terraces, or drainage ditches are utilized where necessary to protect the backfill.
    • Ensure that suitable backfill materials, in conformance with specifications, are used at all times.
    • Ensure equipment and personnel are restricted to the ROW.
    • Ensure that pipe fits the ditch and that the pope has adequate cover before pipe is backfilled.
    • Ensure all activities are performed in a good workmanlike manner.
    • Assist the Environmental Inspector in maintaining environmental compliance.
    • Adhere to, and enforce, all company safety policies.
    • Ensure that all daily reports are completed and turned in to the Chief Inspector.

Clean-up

    • Shall be equipped with copies of the ROW line list, environmental commitments, rules, regulations fish and wildlife, and is familiar with any special provisions or restrictions.
    • Will cooperate and work closely with ROW Agent, ROW Utility Inspector, and Contractor's Representative.
    • Ensures he or she has obtained copies of any Client approved special agreements and releases made by Contractor's Representatives with property owner/tenants or local officials.
    • Ensures clean-up, operations follow immediately behind the backfill.
    •  Ensures all brush, stump, etc., are disposed of in conformance with specifications.
    • Ensures excess or defective materials are returned to storage sites and pipe joints are beveled and stored in conformance with specifications.
    • Ensures streams and stream beds are restored to their original profile and necessary soil retention is utilized in conformance with specifications.
    • Ensures bridges, culverts, cattle guards, etc., damaged during construction are repaired or replaced.
    • Ensures fence specifications are met.
    • Ensures company pipeline marker signs and appurtenance guards are installed at designated locations.
    • Ensures every effort is made during clean-up operations to leave a good impression with property owners and tenants affected by construction, as well as the community as a whole.
    • Assists the Environmental Inspector in maintaining Environmental Compliance.
    • Adheres to, and enforces, all company safety policies.
    • Ensures that all daily reports are completed and turned into the Chief Inspector.
